Rocile Darlene Rowan, 83, formerly of Elmore, OH passed away Sunday, December 12, 2021, at the Genoa Care Center under Hospice Care and with her loving family. She was born April 5, 1938, in Antwerp, OH to the late Marcell Sr. and Grace (Kerns) Frasier. She was a 1956 graduate of Payne High School in Payne, OH. On April 7, 1959, she married Oscar Rowan who preceded her in death on December 24, 2009, after 50 years of blissful marriage. Rocile was an office manager most of her life working for Aetna in Toledo, OH, the Suburban Press Newspaper, and Siglar & Sieving in Genoa, OH where she and her husband were co-owners/operators. She was an active member for decades up to her passing of St. Paul Trinity United Methodist Church, Elmore. She was also an avid reader, as she read literally most every day. She also enjoyed conquering challenging crossword puzzles, playing board games, especially “Aggravation”, was always up for a casino trip with family members, and was a fanatic youth family sports fan. She loved the competition and to cheer on her children, grandchildren, great-grandchildren, nieces, nephews, and more. In her retirement years, she also delivered mobile meals in Ottawa County and ultimately was a short-term recipient of mobile meals. Survivors include her children: Thomas (Julia) Rowan of Pemberville, OH, Rocile (Kim) Parton of Northwood, OH, and Lynne (David) Kozak of Clay Center, OH; grandchildren: Hayden and Lewis Rowan and Adam (Jessica) Parton; great- grandchildren: Reid, Aubrey, and Benjamin; brothers Marcell Jr. (Whitey) and Peter (Douglas) Frasier; and sister Ida May Wozniak. She was also preceded in death by her sisters Nancy Miller and Peggy Noftz in 2021. Funeral Services will begin at 11am Wednesday, December 15, 2021, at St. Paul Trinity United Methodist Church, Elmore with Pastor Rob Rakay officiating. The family will also receive friends and family for visitation at the Church beginning at 10am Wednesday. Burial will be in Harris- Elmore Union Cemetery. Memorial Contributions may be given to St. Paul Trinity United Methodist Church, The Salvation Army, or a charity of the donor’s choice.
